Islamabad, May 28 (PTI) A five-member Pakistani delegation will visit India next week for talks on the water dispute between the two countries, according to a media report on Saturday.

The talks will be held in New Delhi from May 30-31, the Dawn newspaper quoted Pakistan Commissioner for Indus Waters Syed Muhammad Mehr Ali Shah as saying. The delegation would make the trip through the Wagah Border.

“There will be talks on the sharing of flood forecast data while the PCIW (Pakistan Commissioner for Indus Water) annual report will also be discussed during the negotiations,” Shah said. He said the Pakistani delegation will not visit the under construction Pakal Dul and Lower Kalnai dams but those and other projects will come under discussion.

In March, India and Pakistan had reiterated their commitment to implement the Indus Waters Treaty in its true spirit and expressed the hope that the next meeting of the Permanent Indus Commission would be held at an early date in India. Under the relevant provisions of the Indus Waters Treaty, the meeting takes place alternatively in Pakistan and India annually.

I am extremely disappointed with this initiative that requires India to talk to Pakistan. Our foreign policy is entirely one driven by morbid fear; we constantly seek validation from Pakistan. This is what the Congress (and Nehru) existed for; they wanted validation from the rest of the world, particularly Pakistan. Here is the message Congress sent to the world 'please like us because we are destroying ourselves, keeping our people fearful and poor, so that you are happy with us; we are coddling minorities and rewriting history so that you think we are noble.' Have things changed now? Yes, a bit. At least we do some retaliation. But retaliation is useless. We need to go on the offense. If we want to manage our water, let's manage our water. What do we want? Pakistan to agree we are the good guys? I know what Pakistan wants, and that is not negotiable. I find this fearfulness and spinelessness the most off putting in our culture and politics. We come across as weak, subservient knaves. Can we act like we have some self respect and do what we need to do in our own country? Or do we want validation from every single person out there who hates us?
