In my perspective good governance is directly proportional to the National Security in many ways. It’s only when the domestic turf is strong, the external threats can be dealt strongly. The basic aspects which could improve the the conditions on domestic turf are robust police system, awareness and monitoring of the government funds used for development through technological tools and inculcating a national level forum to debate for growing nationalism.
Talking about the policing structure, it should be independent in terms of functioning and shall only be headed by armed forces veterans from each state as special point of contact and shall only be answerable to a head appointed by the chief of defense staff at the center. This would not only give more power to function sturdily but will also provide a environment free from political pressure and would also ensure to appoint most capable and highly trained police personnel. This will help in eliminating the in house threats which could hamper the national security without the intervention of premier security agencies every time. This shall also increase the civilian-police relationship and would establish a fearless environment.
Coming towards the second aspect to monitor funds used for development activities. It has two major aspects : the income tax aspects as well as the money used for developmental activities. There should be a portal where all the tax payees shall be allowed to login and zonal clusters of payees should be made so that for that particular region they would be able to see how much money from their specific cluster have been used for the development of that as well as adjacent region. This would encourage more and more people to give legit income tax and would increase transparency among the people.
As far as the expenditure from development funds are concerned, here the idea is to introduce a digital transaction system which would use digital tokens between the govt and the respected third parties that are given tender for specific work. All the earnings of state via tourism, taxes etc and funds given from center must be stored in a specialized bank to deal with token systems. Here all the earnings would be monitored digitally and whenever any transaction has to take place a specific amount along with a two way authentication system will happen between the bank and the parties. The unique tokens would be attached with the electronic money (like physical money has unique number) so that they shall not be retrieved back at any personal accounts or would give a alert in worst case. This will ensure no leak of funds in between and would help in stopping corruption at highest level possible. To add more security the bank account details of the vendors, and other third parties that are responsible for the on Ground action should be registered prior to these specialized banks. To ensure cyber safety of the transactions technologies such as block-chains should be used.
This will decrease the illegal money flow within the country and would increase the national security.
To increase debating power of the youth and to make them aware of the country’s situation the best way is to introduce a national forum which would conduct ‘Hackathons‘ in order to engage the people of India to discuss, submit and brainstorm their ideas to deal with the situations our country is facing and would allow them to know, analyse national threats, international pressures and ideas to tackle them.
Once this power of youths is unleashed their would be a very strong backing of our country on national as well as international turf and would eventually grow the sense of pride to be the citizen of this such rich culture and would imbibe nationalism.
I see my country with full of potential and it shouldn’t matter whether these steps are taken in any other countries or not, the point is to start with some positive change we should think in the right direction to make our motherland proud of ourselves.
